Fender 400, 8 string, 8 pedal

Am new to Steel, played the guitar 35 years, but always loved that sound. Lookin at an old fender 400 with 8 pedals, you long time players out there: Is this a good starter instrument? and do the old Steel guitars of collector value like the old Fenders I see for sale?
Just wanderin if Im buyin an unplayable relic, or somthin with an old sweet story to tell.... Regard all. Ken
