D'Armond do some neat little fretless basses about 18 inches long using big thick silicon strings - might be worth checking one out for inspiration. I would suggest using thick gauge strings to compensate for the small scale length; maybe use the bottom 4 off a 5 string set (low B, E, A, D) but tuned up to normal pitch. That way you should be able to get a decent amount of tension in the string despite it being much shorter than usual.
Alternatively, you could simply fit a longer neck to the body (depends how much you want to cut up the guitar). Or you could get a longer scale length by moving the bridge towards the end of the body, but then you would need to move all the frets as well which could get messy and time-consuming (you could always go fretless!).
