The artist is Lonnie Mack. The song is called Stop and it's on his CD Attack of the Killer V (Live), my favorite version at over 9 minutes. It's also on his CD Strike Like Lightning, recorded with Stevie Ray Vaughan, and on Alligator Records' 30th Anniversary Collection.
