effect interferance

Hi, was wondering if you could answer this for me? I have a Ibanez IBZ 10A acoustic practise amp, it has onboard chorus effect. Is the effect still in the signal path even when switched off, it hums and hisses like a good 'un when turned up, or is this normal?
