First of all, sound isn't measured in rpm (revolutions per minute) it is measured in cps (cycles per second). And, if it is 413.5 cps, then it is not an "A" because an "A" is 440 cps. It would be a little lower than an "A". It sound like the guitars are tuned a little flatter than standard that's all.
