To your first question , I'd say no. Notes of any particular scale are repeated or rearranged as you move up the neck(MODES).The only things that change are the pitch and the fingerings.So, if a preson says
"I played the solo in 7th position" he/she is really saying they played an E scale in the 7th step(Aolian Mode),it's really the same notes.
To your second question the answer is yes and no.Yes you would land on a different root note(Mode).But the sound would be a little different.An E note played on the G string(9th fret)sounds a little different than E
note on the D string (14th fret).This is because the D string is thicker.
