Go to this site and follow the instructions. Use search for files and folders to find you xmlinst.exe file, but it should be in your c:windowssystem Folder.

I had the exact same problem and was able to resolve it by just typing in regsrv32 msxml.dll at the command line. This fixed it in about 2 seconds after trying various things for half of the day!
